The Province Status of Infrastructures and Services The
 Condition of roads
Development of each region depends highly on the most economical communication ways especially road, rail, air and sea transportation, that gives the shortest possible time and the minimum cost to supply the markets for the manufactured products , hence to meet the needs of the area. Thus, any investment in this field can be associated with better outcomes.


South Khorasan, the most eastern province of Iran, due to its unique geographical situation is of particular importance hence requiring to absorb more investments in its transportation sector.
Among the province advantages of this section may be cited as follows:
A long shared border with Islamic Republic of Afghanistan and transit transport of goods through the province roads to middle Asian countries, the province border markets and terminals, locating in the north-south and east- west corridor providing the possibility to transit goods, deployment in the Asian highway network path and the opportunity to use international investments in the development of the regional transport network, numerous mines in the province and the need to transport minerals, and several industrial centers and sectors with national and regional performance.

The province airports weekly flight timetable includes internal ones from Birjand international airport to Teharn and Mashahd ( 22 Take offs - landings), Tabas airport to Tehran (4 Take offs - landings) and Birjand international airport flights to Jadde and Najaf ( 4 Take offs -landings)
Meanwhile, the establishment of provincial airports flights to other destinations as zahedan, Yazd, Isfahan, Kish, Dubai and neighboring countries in under review.


In spite of geopolitical situation of South Khorasan province for transit transportation to Afghanistan and central Asian countries, there is about315 km from the railway Bafgh - Mashhad in the cities of Tabas, Ferdows and Boshruyeh; since the most important factor in the development of the South Khorasan province is mineral potential or construction of industries, by the approval of the implementation of the national railway junction in Birjand by the state board, so far technical and economical feasibility studies are done and commission 32 is obtained but finalizing the project needs funding whether through domestic or foreign investments.  
In technical and infrastructure sector, by the end of 2013 the number of established amenity-service complexes reached to 19 and the number of operating freight and passenger terminals reached 3 and 5 respectively in the same period of time.
In goods transportation sector, 54 companies and braches have been actively involved in the province goods transportation system by the end of 2013. In the same time period, amount of goods transported was more than 3.5 million tons. In the passenger transport sector, by the end of 2013 the number of companies and branches increased to 34 and the number of transported passengers was more than 2.5 million.
In international transportation sector, the amount of exported goods from Mahyrud border terminal by the end of 2013 was more than 250 thousand tons via 10430 trips, also the amount of output transited goods from Mahyrud border terminal at the same time was more than 220 thousand tons via 9312 trips.
In safety and traffic sector, the number of mechanized vehicle inspection centers is 3. To manage the province cargo vehicles weighting, 7 fixed bascule are in use in highway patrol stations and Mahyrud border terminal .
General freight and passenger road vehicle drivers as direct employees will play a crucial role in the handling of cargo and passengers in the state . Based on the number of issued digital card, 9554 drivers are offering services from among 7679 and 1875 are in cargo and passenger sections respectively.
In order to take advantage of the intelligent transportation systems ( ITS) and Information Technology (IT) to manage traffic and transit, 13 video surveillance cameras on road axes are operating . In order to count the amount of the province roads passes 16 traffic-counting devices are in use. In order to create a database of drivers and the fleet of passenger and cargo, smart card system was created in 1994 through which 9554 smart cards for drivers and 6089 ones for the fleet were issued by the end of 2013.
 Birjand Special Economical Zone
 On the first provincial trip of the president and the government board, a plan to establish Birjand special economic zone was proposed and approved by the board of ministers. In November 2010, the house of Islamic Council approved the plan for Birjand special economic zone and at the same month confirmed it. In December 2010, it was notified by the honorable president for implementation.
The zone is under construction in two plots in the area, one of them 730 acres of land 18 km northeast of Birjand is located near the international airport, and currently planning to supply and establish infrastructure and attracting investor to participate in a thriving economic region is ongoing. The other area is of 100 acres on the border of Iran and Afghanistan , 78 Mill.

Some of the advantages and incentives of investment in Birjand special economiczone:
1- Birjand international airport as the authorized air border near special economical zone
2- Unclaimed and relatively flat land
3- Custom and Mahyrud border terminal (Mill 78) at a distance of 195 km of the region
4- South Khorasan Neighboring with Afghanistan and 310 km distance between economical region and Farah, center of Farah state in Afghanistan
5- Availability of land, water, electricity, road, communication infrastructures and IT in Birjand special economic zone

10- Real and legal persons who are active in the production of goods and services, for activities within the area of the country are exempted from paying any common duties.
11- Matters relating to the employment of human resources, labor relations, insurance and social security in the region, will be based on current regulations of free trade - Industrial zones.
12- Overseas trades or with other special economic zones or free trade - Industrial zones after recording in the customs are exempt from rights, duties, commercial benefit and all import and export duties, and are not subject to the restrictions and prohibitions under the provisions of free import and export restrictions and prohibitions, except it is not legal.
13. Import of all production line machinery and equipment and parts used in the area of the country, including new and used is permitted and exempt from paying any customs duties.
14. No entry is needed for all raw materials and external components into the region
as well as for products from the region into the country.
15. Country exporters can export their goods to the region, and then at the adequate
time export them to their own desired country.
These exporters can enjoy the benefits of the country's export incentives.
16. Owners can take advantage of all the country's entries to transit their goods to
the Special Economic Zone , and the border Customs are obliged at the request of
owners providing the necessary facilities for such owners take action towards
transit formalities .
17. Special Economic Zone, providing the possibility of loading, unloading, storage
and protection of goods in covered and open places, provides the opportunity to
the traders pending their Goods for some reasons at the border, could
unrestrictedly ,to the diagnosis and management of the area, transit his
deposition to the area to return , and benefit from the facilities of the area.
18. The customs clearance of goods and services in order to facilitate the clearance by
the customs area in sensitive market, can be regarded as a privilege for

20. Admission and entry and exit of foreign capital and profits from the participation
of foreigners in the region and how the activities will be carried out on the basis
of support and encouragement of foreign investment law.
